Yes it was.

I thinking calling this picking winners is stretch too.

Sure SMA is unaccountable but it's still a good project and looking around the world it's worked in other places. So there is no reason why this won't.

I have no doubt that the Murray Bridge - Annadale roads need upgrading to support heavy vehicle traffic which is already permitted on the route, and it is sometimes the designated detour under major disruptions.
