Logically, yes. But I'm not so sure now, given this part:

Shouldn't Federal money be able to fund the whole project, given that its main purpose is to separate metropolitan railway line(s) with the interstate freight line? If I remember right, when this first surfaced last year, it was always going to be a federally-funded project. Correct me if wrong.

Nearmap imagery has been updated (taken on June 14). Indeed, NExy looks to be more or less complete for about 90% of its length, but sadly we are unable to see beyond the Gawler River.

If the Seaford extension proves successful geographically and economically, then the next step should be conversion of the O-Bahn to rail. This can then be connected to Adelaide Railway Station via an underground link.
