I believe they're removing the dedicated pedestrian crossing just south of Price Street to integrate it into this new set. So overall, still a reduction of 1 set of lights.

There's another site called EagleView (https://maps.au.eagleview.com) which is similar to Nearmap. They update photos a few times a year.

I assume it's done that way because it is easier and more cost effective to use the equipment needed for the boundaries to do these as well.
