To be honest, I cannot see a business case for urban rail to Virginia and Riverlea ever stacking up, despite being quite a large potential catchment area (40,000+ people). Maybe build a ferry wharf and ferry could run from St Kilda to Port Adelaide. It'll be then a short train ride from the new Port Dock Station to Adelaide. You could have bus from Riverlea to St Kilda and vice versa.

If they reconnected the Gawler Line to the Port Flat line at Dry Creek, they should at least trial passengers trains between Gawler and Osborne, a temporary platform at Wingfield (in vicinity of Hanson Road, Gillman and Osborne

Short term a new bus route , lets say 409 run from Settlers Farm to Modbury via Kings Road and McIntyre Road. Long term make it light rail or Tway style busway.
