In the Torrens Road bridge case there is one sole reason why the line won't be closed during construction - the interstate freight line runs through it so this is of importance to keep open. I was only a kid at the time, but I remember Bridgewater trains taking just under an hour. They were obviously all Red hens and virtually all ran express to Belair (stopping only at Blackwood).
