Seems they're trying to go for becoming the "Chadstone" of Adelaide, where the luxury brands are located. Which although to the detriment of the CBD, does better reflect the socio-economic demographics of the nearby area.

Services Australia needs more floorspace, they could move in here? The accessibility between the two offices would just be two tram stops away between Victoria Square and Rundle Mall.

I just learnt that there's actually no suburb called Arndale. It's just the name of the mall. Whereas all the other malls in Adelaide (except Colonnades) have the geographical name/suburb to match the mall.
