Thought he was moving to another location? Govt decided to buy the business out rather than pay for the relocation. Is it normal for governments to pay for relocation? If not, why would they do it in this case? I guess their offer to the business is to buy it out or relocate them, whatever is cheap...

The projects were not fully funded and not on schedule for completion? (Even though Darlington was already behind schedule).

I doubt it's to prevent rock throwing - not sure there are many rocks around any of these intersections.
