I would imagine most retail outlets would be a mix of luxury / local retail (a mix of Frewville foodland with Burnside). A second tower will not improve the conditions within the plaza. A 3-storey building, as approved, is somewhat more harmonious than a 100 metre tower will be.
Looks like the horse is bolted, especially with Malinauskas' backing.
