Not to many economic purists in this thread. The other benefit to tolls is that the cost is borne by those who are benefiting from it. All else being equal this is the best way to ensure efficiency and that resources are not wasted, because unnecessary or low value trips won't be taken and the roads...

Try going from Glenelg to Brighton after about 645pm - it takes between 40 and 70 mins it's 5km and there's no direct bus service at night the 265 terminates in Somerton Park after 645pm. One thing to consider is that tunneling projects have a very long lead time to order the TBMs etc - I.e. 4 year lead times.
