I think billboards in the right places are fine. Those along rail corridors actually can block out unsightly views (backyards etc.). Placing provocative advetisements on the billboards would be more of an issue.

Would like to know the breakdown of these stats, where the immigrants have come from and which religious/ethic groups have had the most births. Also whether the immigrants are skilled labour and what those skills are.
