I don't think the virus is going to have much impact on expansions, which will take years to complete anyway. Road traffic is back to normal, people are cramming onto public transport, and whatever shops opened up were packed apparently, so I reckon domestic air travel will bounce back pretty quick....

You have to factor in that they will waste half that time telling us about it before actually starting any planning, and then the bonus 5-10 years to complete projects after the 20 years passes.
