How would it run though? Main North Road isn't exactly free of much space. If anything, it would have to run underground.

I don't think resleepering is such a small thing, especially since they are gauge convertible. You can't electrify and change it all in one big swoop. Give it a bit of time. I drove through Mawson Lakes today on the bus briefly, and am simply impressed by it. Medium density housing is finally hitting Adelaide's outer suburbs.
