The wood is likely some kind of membrane/weatherproofing layer. The internal wood is possibly used as a substrate for some kind of special internal lining that isn't plasterboard, such as acoustic paneling, which would make sense for this scenario being right next to the loud oval. Not the Hyatt, that is going on Pirie St across from the Telstra Tower.
This is the next stage of the Flinders St Apartment builds. Currently there are three recent apartment buildings with the timber slats etc, with an empty (now piling) parcel next door
