I doubt the block would cost $30m. Probably less than $10m, it would add $5m+ to the price of the apartments at Adelaidean, which seem to start at level 11. You can then build a 10 story building next to the hotel bit of Adelaidean. Plus they apparently offered to buy the site at 269.

I just find it poor planning by Adeladean to not buy the corner plot, I understand views aren't guaranteed but developers choose blocks to maximise profits, so you build opposite parks, next to heritage etc. Adelaide is surrounded by parks, yet our tallest buildings have views of an other building 1...

The old Islington Workshops line at Islington Station, the most eastern line could become a bus interchange, you could build a road from Davenport Terrace and come out near Hungry Jacks, you could also add stairs / lift to the bridge. This eliminates the need for pedestrians to cross the ARTC track....
