15 levels is a good fit for the site, given its current surroundings. I'll wait to see the renders, but I expect this will be an improvement on what is currently on the site.

Yeah, imagine if we had a large public square in the centre of Adelaide! Maybe you could even add some more. Can you imagine if we had, like, 5 squares spread throughout the CBD? I think you’ll find it’s largely related to who is elected to council. Gouger street and moonta street had a lot of money spent on them last time and the same this council term even though there is a huge list of streets far more deserving and needing.
