I would imagine most retail outlets would be a mix of luxury / local retail (a mix of Frewville foodland with Burnside). Keep in mind, this isn't a huge arcade in terms of floor area compared to the markets themselves. It will work well.

Surely, the developers would have known there is an aquifer there and would have factored it in excavation or digging.
