Just to point out the elephant in the room, there's a housing crisis going on and a very high vacancy rate of commercial office space in the CBD.
I think they need to rejig the office component into a residential tower.

Anyone know what's going on the with the Telstra Exchnage building on Waymouth Street? Gantries have gone up around the building and half the carpark adjacent to it has been closed off.

You're talking about the Suburban Rail Loop, not the Metro Tunnel. And it is very likely that when the Liberals return to power in Victoria, they will most likely scrap the project. So it will just be SRL East completed, not the whole thing.
