If this was serious, it should have been proposed 5 years ago when they were considering extending the tram. Clearly this is a case of trying to rise the land value and nothing else.

It has lost its relevance since the professional year round athletics circuit in Europe has come into being many of the top athletes from Commonwealth nations give it a miss or don't prioritise it as an event to be in top form for. I would imagine most retail outlets would be a mix of luxury / local retail (a mix of Frewville foodland with Burnside). Keep in mind, this isn't a huge arcade in terms of floor area compared to the markets themselves. It will work well.
