I tried checking the webcam today to see the construction in progress ( http://www.cityofadelaide.com.au/script ... =PC_110114 ) but it appears the entire ACC website is down!!

It's a similar thing for the North Terrace Underpass of the railway station. I've seen one man on many occasions picking them up and pushing them up against the shops during afternoon peak.
