They've been carrying out enabling works for the past few years. Strengthening columns and the like everytime a Mini-Major becomes empty. They're starting this in the former Bowland space soon.
This will enable the existing carpark structure to support the weight of the new build above.

Works at Majors Rd have started. Lots of trees have been cleared. It looks like the shared us path between MSR and SEXY will be underway soon as well.

There's a tower crane at the Lyell McEwin Hospital. Unsure of how long it's been up for.

And the barrages would need to be completely rebuilt, along with the Hindmarsh Island Bridge. My limited knowledge of the Lower Lakes is that the Goolwa channel is the deepest. I'd say the QE2 mooring on the Torrens in Elder Park is a greater chance of happening than Murray Bridge becoming a seaport.
