"Premium" is the top grade of office space, followed by A, B, C, D. It's an actual industry standard. It's based on things like availability of natural light, quality and quantity of amenities, wait time for elevators and so on.

Premium space in Adelaide fetches around $4000 to $6000 per square metre, so for $250 million, we'd be looking at around 40,000 to 60,000 sqm. Frankly, massive.

Concrete walls are mandatory on property boundaries. One day the neighbouring building may be developed to be equally as tall. The wall between them must act as a fire barrier. It's the same in every other city.

It seems to me that most public works are $1 for the parts, $5 for the labour, $5 for the planning, approvals and related paperwork and $5 for insurance, WorkCover etc.
