The idea of a city-wide medium height limit outside the established CBD - perhaps of five levels above ground as suggested here - has some merit. The concept worked a treat for Paris, and has had some strong proponents here over the years.
I think the reason it has failed to get up is the question of how to compensate land owners who are happily, and legally, expecting that their little parcel will one day support a high rise development, with the buckets of money that will bring to them.
Any answers on that?
