North Adelaide may lift its skyline

A $150 million development with boutique shops, restaurants and apartments is the first major project expected to lift North Adelaide's skyline under new planning laws.

The proposal, lodged with the state's Development Assessment Commission, details plans to bulldoze the Brougham Plaza block on the eastern side of O'Connell St and build four mixed-use buildings ranging from six to 12 storeys.

The development, tentatively named Brougham Gateway, will feature:

TWO levels of retail, cinemas, food outlets and health and beauty practices on 5400sq m;

A THIRD floor of offices;

UPPER levels occupied by apartments overlooking a paved pedestrian plaza, with outdoor dining, landscaping and water features;

TWO levels of undercover parking for 280 cars.

Under previous planning rules, developers could only build up to three storeys on O'Connell St.



But the State Government's recent reforms now allow developments of six storeys or more along parts of the strip.

Mr Hannaford - who was the original architect behind Rundle Mall - said the "timeless" and "neighbourly" Brougham Gateway development, would complement North Adelaide's heritage buildings and cater for footy fans.

"We want to be like the East End in Adelaide - have that drawcard characteristic with an active street level," Mr Hannaford said.

"This is one of the best sites in this state, if not broader, and we would like it to become a centre of gravity for wider Adelaide."

Mr Hannaford said work on stage one would start as soon as approvals were granted.

Stage One includes finishing work on the building closest to neighbouring Lincoln College and a restaurant and bar at the corner of Brougham Place and O'Connell St.

The block is 150m from the former Le Cornu site, which has languished since it was bought by developer Con Makris in 2001.

It remains a grassy, undeveloped site, despite Mr Makris' plans for a $170 million, multi-storey hotel, apartment and retail complex.

A Makris Group spokeswoman said he remained committed to developing the former Le Cornu site but a start date was under review because he was assessing the State Government's planning reforms and wanted to "ensure the economic conditions are right".

The Sunday Mail last week revealed a $240 million plan to transform Sturt St into a cosmopolitan precinct with a bike path, wider footpaths for outdoor dining and a tramline extension.

The street upgrades have been proposed to support a major multi-storey, mixed-use development with 427 apartments and ground-floor space for retailers and food outlets.

Interesting proposal, height shouldn't be an issue given Place on Brougham and the ugly yellow brick apartment tower next door. I would be disappointed however if there was a cinema considering what that would likely mean for Picadilly down the road, and given the size of the block I honestly can't see how they could work in a reasonably sized cinema without compromising street level activity.

A great location with likely fabulous views to the CBD. It's deserving of something particularly high-quality, so I look forward to seeing more detailed plans.

How marvellous, too, that these new development/height regulations (or relaxation of, should I say) are having immediate, positive effect.

O'CONNELL St traders are hoping a $150 million apartment, retail and cinema complex earmarked for Brougham Plaza will attract a flood of people to North Adelaide.

Plans to replace the Brougham Plaza block with four buildings, ranging in height from six to 12 storeys, have been lodged with the State Government's Development Assessment Commission, as reported by the Sunday Mail.

O'Connell St Traders Association president David Johnson said it would benefit traders by increasing foot traffic along O'Connell St.

"Having a mix of apartments and retail shops is a great idea because we will have more residents as well as shoppers," Mr Johnson said.

"Anything that brings people in, like a new cinema, is a great thing."

He said 12 storeys would suit the site and would fit in with nine-storey Place on Brougham apartments on the opposite side of the street.

Trader Luigi Campanelli, from Vetro Studios, was confident the development, if approved, would create a fresh interest from shoppers across Adelaide.

"A development like that will bring more people here," Mr Campanelli said.

"So I think it will be really good for the existing traders."

Another O'Connell St, Brougham Place trader, Christina Davis, from Tu Yu Adelaide, had mixed emotions about the development plan. She said it had the potential to draw customers away from shops in the North Adelaide Village.

"In the long-term it might be too much for the one area," Mrs Davis said. "But it could be great for the area.

"It is a bit disappointing for us because we'll lose our spot when the building is demolished."

Plans include two levels of retail shops, cinemas, health and beauty practices, offices, upper-level apartments overlooking a paved pedestrian plaza and two levels of under-cover parking.

Building height limits along the street have recently changed, allowing development applications of six or more storeys along parts of the street.

This makes me angry that a developer is committed to developing another site in North Adelaide, while the LeCornu site continues to sit there empty.

Con Makris needs to give up his fantasy dream of a 7-star hotel and retail complex with names such as LV, Gucci, Prada etc in North Adelaide. Those stores are more suited to the city centre, so it's accessible for both locals and tourists.

Really, this Brougham Place development should be happening at the LeCornu site. Time to sell up, Mr Makris.

The whole concept seems really good for that area - looking forward to this.

So is this being built next to the cream brick medium rise bldg on Brougham Pl or is it instead of said block. I like the present building facing O'Connell st - is this going as well?

If built it will make an interesting comment on the absence of development by Makris - a most disappointing wait - time to sell up if no action is envisaged.

It hasn't even been put on the market, so how can potential buyers avoid what they haven't seen? All that you can do as a potential buyer so far is register your interest in the project. There is very little info available about the project, if you are interested in buying an apartment in it.
Unless you know something and are holding back?


Does anyone know if North Adelaide is included in that no stamp duty for apartments thing?
Con Makris kept saying he is waiting for the right time...well...
If doesn't plan on following through with this project for a while at the very least he could remove the fencing around it, mow the lawn & plant some trees and open it up to the public as a green space..ffs he is a billionaire, it would be pocket change for him to do that.

As for how it looks, lets not forget he owns the North Ade. Village across the road..so I think it's purposely meant to try and blend in with that..or something..

BUYERS into a retirement development at the gateway to North Adelaide will be lured with the promise of the grandest views in town — or rather of the town — not to mention a personal chauffeur service.

Plans have been lodged for a $200 million project comprising four new buildings of up to 15 storeys between Brougham Place, O’Connell St and Ward St. It is expected to deliver 300 construction jobs.

Close to 100 retirement apartments would be spread across three of the buildings, each with different amenities accessible to all residents of the complex. One would have a rooftop lounge and bar, another an indoor spa and pool and the third a hotel-style lobby, library and cafe.

The fourth building would contain 100 serviced apartments.

The developers are the Brown family, known for the Paramount Browns scrap metal and machinery business, who gradually acquired the 5500sq m site over 20 years from the mid-1960s.

Architect Paul Pruszinski said extensive gardens would cover more than half the site while the heritage-listed stables on Ward St would become a licensed cafe open to the public. All apartments would come with at least one carpark but residents would also have access to a chauffeur service.

Most apartments share views over the city and they are absolutely magnificent because they are on the top of the hill overlooking the city and Adelaide Oval,” Mr Pruszinksi said.

A vacant heritage home on Brougham Place will become the complex’s prime residence and another heritage building will be retained as offices.

The 1960s building on the site will be demolished and renters there given the chance to buy into the development. In a statement, the Brown family said the “time was right to reinvigorate North Adelaide, provide retirement options close to the city and capitalise on Riverbank development and Adelaide Oval”.

The Development Assessment Commission is likely to assess the proposal early next year. Two and three-bedroom apartments are expected to be priced between $750,000 and $1.5 million. Prices for whole-floor penthouses are yet to be revealed.

Lodgement of the application for consideration by the Development Assessment Commission follows an extensive design development and review process. The plans as lodged for the project are supported by the State Government’s Office for Design + Architecture.

In a dress circle location on Brougham Place (49-58) with expansive views across the city, the more than 90 high-rise residences are intended to provide new living and lifestyle retirement accommodation options in the form of elegant, contemporary, secure and spacious low- maintenance apartments.

It is anticipated that future residents will have access to exceptional facilities including rooftop private dining, bar and meeting room and private internal gardens as well as concierge, chauffeur and other services.





The development application also includes a 100-key serviced apartment building for short, medium and long term stay guests to be operated by a yet to be chosen professional serviced apartment operator, and incorporating ground floor retail, restaurants and cafes.


Residents and guests will have the benefit of the exceptional location and views over Brougham Gardens to the City, the hills and the north, as well as easy access to the City and proximity to the shops, restaurants and cafes of vibrant North Adelaide.

“There are very few options for people in Adelaide’s fringe suburbs looking to down-size their family homes and move into a lock-up and leave lifestyle environment whilst staying close to the things they enjoy – and they’re the needs we’re looking to meet,” says appointed project architect Mr Paul Pruszinski.

“Homes in the project will make extensive use of glass to take advantage of uninterrupted views; enjoy the luxury of high ceilings; abundant light; room for storage, relaxing and hanging favourite art.

Being a gateway site between North Adelaide and the City, the development is expected to further stimulate trade and activity along O’Connell Street by bringing new residents to North Adelaide in tandem with other major projects planned in the area.

“Attracting retirees to live in North Adelaide and the City where there are existing services and infrastructure makes sense,” Mr Pruszinski said.


The planned project occupies a designated catalyst site and is aligned to the State Government’s plan to reactivate the Adelaide CBD and near-city suburbs such as North Adelaide by attracting more people to live and play in the city.

“The Project is planned to be developed in stages, commencing at the eastern end of the site and moving west. The rate at which each stage is rolled out will reflect market demand. The buildings will be of varying heights and scale and incorporate several existing lower scale buildings.”

Mr Pruszinski has worked with respected Adelaide heritage architect Mr Ron Danvers on plans to reinvigorate old stone stables on Ward Street as a licensed café; develop a health and wellness centre on Ward Street; and reinvigorate a heritage listed period home at 49 Brougham Place as the premier residence in the complex.

The project’s Retirement Living Consultant Loretta Byers expects strong interest in the two and three bedroom residences and a limited number of luxury sub-penthouse and penthouse residences in the development.

The development is anticipated to create around 300 jobs during construction.

I know it's a boxy design, but I think this looks quite sleek. Will form a nice little cluster.
