No idea on the tyres.

They seem to be filling up a well/s or cavity space with concrete.

Does anyone know if the road closure in Franklin Street, just outside the GPO is related to this or is completely seperate? There also appears to be an event set up on Victoria Square.

The road works out side the old GPO are nothing to do with this site. It is some sort of sewer project. It may be connected to the recent road work in Pulteny St.
Old tyres are put on the road when loading and unloading earth moving equipment with caterpillar tracks so that they don't damage the bitumen surface.

There was a mobile crane on site lifting something in /or out of the hole in the silver roof. see Norman's picture above.

A small excavator was lowered thru the roof
