Looks like the architect went with picture placement within a frame rules for the windows. Where you put more space below an object than above. Not sure that translates to within a circle...

Rocketing indeed. I'm warming to the design... looking back at the render, my biggest qualm is the diagonal wireframe type structure on the roof. I reckon there should be a coloured neon light display around the upper rim. That would be neat.
