Well, if you remove the benefit of free parking, you remove the appeal of going to a suburban shopping centre like Marion.

....aside from proximity to the suburbs, a covered mall, proximity of the carpark to the shops, provision of trolleys to use at all stores, closeness of stores, lack of noisy preachers, presence of multi-screen mainstream cinema.....

I would believe people who shop at marion would do so because it is closer to their homes, whether they have to pay for parking or not they would still rather go somewhere closer to home than drive further only to then pay for parking anyway.
