A PLANNED $80 million revamp of Castle Plaza has been scaled down because demand for shopping space has fallen away, the centre’s owner says.
Vicinity Centres has said the revamp will be downgraded to now include two new supermarkets – potentially a Woolworths and Aldi – and “a couple of hundred extra square metres” of specialty space.
Under the previous plans, the shops’ footprint would have doubled and included another discount department store, such as a Kmart, and extra small shops.
Part of Raglan Ave near South Rd would have been turned into a mall. That proposal has been scrapped.
Vicinity Centres development manager Don Smith said Adelaide’s economic climate had changed significantly since the business bought the Hills Industries site in 2007.
“When we bought it, it was pre-GFC,” Mr Smith said.
“We find ourselves now 10 years down the track and the retail environment has changed.
“We’ve still got demand from supermarkets – we’ve got interest from Aldi and from Woolworths to go there.
“We’ve had preliminary discussions with them, but we need to put the right design on the ground for them.”
The centre wants to spruce up Raglan Ave by planting more trees and slowing traffic, potentially by using paving similar to King William Rd’s.
Mr Smith expected the upgraded strip would feature takeaway shops and cafes.
The centre also wanted to sell about 2ha of land north of Ackland St. Under a rezoning proposal before the State Government, apartments, offices and shops could be built on the land between Ackland St and the railway line.
No ground floor housing would be allowed on the site, which has been contaminated by previous industrial uses.
“We’ve now cleaned everything up – we dug it all up and dumped it,” Mr Smith said.
He said the centre had discussed with the government the potential to close Woodlands and Edwardstown stations, and build a new one on Raglan Ave to service the centre and new homes.
“There’s broad agreement that that’s a logical spot. But it gets down to capital and who’s going to pay for it.”
Mr Smith hoped work on the centre upgrade would start in 2019.
He said it was “too early to speculate” on the revised cost of the expansion, which would be about half as big as the previous plan.
The business presented new concept plans to Marion Council’s planning committee last week.
Mayor Kris Hanna said committee members would prefer to see the traffic signals removed from the corner of South Rd and Raglan Ave, and traffic diverted to Ackland St.
This would create a plaza on Raglan Ave and address the issue of speeding on the road, he said.
Executive Flowers manager Desiree De Brenni supported the centre’s expansion plans.
“I believe any expansion is always good,” she said. “The good thing about our centre is everybody can come here and grab what they need and go.
“Having a few more traders in here will be great.”
Getta Bargain sales assistant Mel Maiolo also welcomed the upgrade news.
“It would be nice – it will bring more customers,” she said.
The Planning Department did not respond before presstime.

It's disappointing the Raglan mall proposal has fallen by the wayside but it sounds as though there's still interest in diverting traffic and 'main streeting' the strip.
I feel as well that the vacant land parcel is one that should be picked up by Renewal SA, given its importance for two potential transport projects.

What a great disappointment this is. From an urban renewal point of view, closing Raglan ave to create a sort of high street mall surrounded by high density housing and linking to a new train station by combining Woodlands Park and Edwardstown into 1 station, really would boost this tired daggy area. Close to Flinders Uni and Tonsley, apartments and associated infrastructure would have appealed to students and city commuters alike. Surely the government could partner with developers from value adding to make this all happen without it bankrupting the state?

Not part of Castle Plaza exactly but just up the road. Not sure if this belongs here but looks like Bunnings have abandoned their goodwood Road plans.

From The Advertiser.BUNNINGS is looking at building a giant hardware store in Edwardstown after a two-year fight with objectors in nearby Panorama over a similar proposal.
Developer Commercial & General has lodged plans for a $45 million Bunnings Warehouse at 1028-1042 South Rd, Edwardstown — the former Bridgestone factory.
Bunnings is still negotiating with Mitcham Council over a $42 million store proposed on Goodwood Rd, Panorama, at the former Panorama TAFE site.
The company would not say whether the new plans are instead of or as well as those for Panorama. The two sites are 2km from each other.
Bunnings general manager for property Andrew Marks said if approved, the new store would provide 180 jobs.
But Southern Business Connections co-chairman Phil Ransome said the site would be better used as a start-up business hub like the former Mitsubishi factory at Tonsley.
“Bunnings will attract people to the area, but how many Bunnings can you go to?” Mr Ransome said.
He said the area was already quite congested with the Castle Plaza shopping centre just to the north and Melrose Plaza on the other side of South Rd.
Mitcham council’s Development Assessment Panel rejected the Panorama proposal in August because of concerns about landscaping, paving and a lack of trees.
A court appeal by local resident Neil Baron is on hold while Bunnings works out revised plans with the council.
The new 4.3ha site is in the Marion Council region but the development application will be handled by the State Government’s Development Assessment Commission.
It is still owned by Bridgestone and car parts maker Toyoda Gosei, which ended operations there in 2015.
Mitcham Mayor Glenn Spear said he would be disappointed if Bunnings did not go ahead with redeveloping the Panorama TAFE site, which was looking “shocking” because of vandalism.
“Bunnings has bent over backwards to appease residents’ concerns about the site,” Mr Spear said.
“They’ve been very good corporate citizens.”
Bunnings bought the 3.4ha Panorama site in 2014. The Bridgestone site is still listed as for sale.
The Marion and Mile End stores will not be closing.

My guess is if they go ahead with Bunnings at Edwardstown they would try for a shopping centre at Panorama instead. Say a coles, target and/or k-mart, liquorland, Coles Express petrol plus maybe Officeworks (& independent specialty shops). Or if they got Bunnings approved at Panorama they could move their existing businesses out of Castle Plaza and build there own shopping centre across the road.

I don't think Bunnings has actually purchased the Edwardstown site, but has instead tested the waters to see if this will get the Panorama site approved, or Edwardstown will be the backup.

Surprised the State hasn't bought this one out for the North-South Corridor. Would make for a good works depot, for materials storage and whatnot once they get around to delivering on the section between Ayliffes and Anzac.
