In theory it's a good idea, but without a cost on a trip people start to view it to be worth nothing. That leads to all kinds of unhelpful attitudes toward it. It's a 'people are messed up, psychological' thing...
It seems to work on the tram to/from the Entertainment Centre. People are happy to drive (out of their way in some cases i know of) to the EntCent in order to use the free public transport to and from the city.
