I hope you are well. We were wanting to give you an update on a few items related to the project before it is released to the broader public.

 

Local Area Traffic Management

As discussed at the previous CRG meeting on Monday, 19 June 2023, the T2D Project engagement team will be undertaking community consultation on Local Area Traffic Management (LATM) to better understand local access requirements in the project area.

Considering the current T2D Project design, we will be seeking feedback from the local community on:

connecting to the local bike networkdriving through the local street networkwalking across and along South Road and through the nearby local streetsaccessing local bus stops.

Consultation on local access will open tomorrow and close at 5pm, Sunday 6 August 2023.

Face to face LATM community drop-in sessions will be held on the following dates:

 

T2D Community Information Centre, 1194-1196 South Road, Clovelly Park

Tuesday, 25 July 2023 (5pm to 7pm)Saturday, 29 July 2023 (10am to 12pm)

 

Healthy Living Precinct - 16/20 Hindmarsh Ave, Welland

Local residents and businesses will also be encouraged to provide feedback via the online interactive Social Pinpoint map where they can pin location-specific comments and complete a survey. From first thing tomorrow morning, the online map and survey will be live via the T2D project website.

As you know, refinement will continue to occur as we progress and there has been some minor refinements to the design maps since our meeting with the group on Monday, 19 June 2023.

 

Project Update and Community Consultation Summary Report

For your reference, please see attached the Project Update which will be distributed to all properties within the LATM study area from tomorrow. (To note, it typically takes a few days for properties along the whole alignment to receive the update). The project update includes a QR code that can be scanned to register for the community drop-in sessions noted above.

You will see the project update mentions the Community Consultation Report which summarises the feedback we received between December 2022 and February 2023. This report will also be live on our project website from tomorrow morning. Attached is a copy of the report for you records.

From tomorrow once the website is live, please feel free to share the content and encourage the local community in your area to come and chat with the project team and share their views.

 

Temporary noise walls

At the CRG meeting in June we mentioned that work was underway to look at temporary noise walls. York Avenue, Clovelly Park is the first location planned for a temporary wall.

We have now reached a stage where we would like to seek feedback from the immediate local community (York Avenue, Clovelly Park) about what is planned.

The team will be distributing a flyer to the local residents early this week inviting them to meet with the project team to discuss plans for the temporary noise wall and to seek their feedback.

 

Upcoming business engagement

We will soon be releasing a survey to businesses within the project area to better understand their business needs and requirements and to better understand how we can support local businesses throughout the life of the project.

I strongly encourage everyone to leave some feedback about better cycling and pedestrian options as part of this project. It provides a golden opportunity for a new cycling corridor, particularly a north-south one, that does not currently exist in Adelaide.

I've left a lot of cycling- and pedestrian-related feedback. A couple of points I addressed:

• Lack of safety/protection for cyclists through intersections

• Prevalence of slip lanes – a very dangerous conflict point for motor vehicles/cyclists

• Inclusion of on-road bike lanes on the surface roads, which kids, teens, elderly, most women etc. will not feel safe to use. Would much prefer dedicated cycling paths separated from both motor and pedestrian traffic.

• Concerned the raised south-bound flyover section across the Torrens near the cemetery will not have a gradient forgiving enough for all cycling users (unsure of height as it was not indicated)

• The dedicated east-west pedestrian/cycle crossing bridges are generally good (there are 4 now I believe), and – once accounting for major surface intersections – there seems to be an equal distribution of cycling crossing points. The only downside is the non-bridge crossing points are very dangerous to traverse.

• All arterial intersection approaches are unsafe and the designs should be amended to either reduce speeds to a safe level or hard separation of cyclists and motor traffic should occur

• It seems arduous for pedestrians (and those cycling who make use of the pedestrian facilities due to not feeling safe to ride on the road, or to ride through the intersections) to travel east-west. In some instances pedestrians will need to cross two lots of slip lanes plus two lots of pedestrian lights to make it to the other side.

Another small update to the T2D map, with detail added to the upgrade of Richmond Road.



Triple M also announced that Rhino Crash in Cowandilla (north-west corner of Marion Road/Sir Don Bradman Dr) will be acquired for the upgrade of that intersection.

Powering up for tunnelling operations

Work has started to construct a dedicated electricity substation at Tonsley to power the tunnel boring machines (TBMs) which will excavate the first two tunnels for the T2D Project.

The Tonsley East Substation – to be built, owned and run by SA Power Networks – is being established on the site of a recently demolished former Mitsubishi building fronting South Road and will constitute part of the Project’s Southern Laydown Area.

Work on the new facility – which will supply electricity to the tunnel boring machines (TBMs) and then to the two parallel 4km Southern Tunnels once they are completed in 2030 – is the first construction to occur in direct relation to the T2D Project and will be undertaken by SAPN and its subsidiary Enerven.

Following clearance of the site, and completion of ground investigations and detailed design of the substation, construction began in March 2023 and is expected to take about one year to carry out.

As part of construction of the substation, two 66,000-volt transformers were installed at the Tonsley East Substation in early August 2023.

The substation will be fully operational well ahead of the expected start of TBM works on the Southern Tunnels, with a similar one to be established in the Richmond area to power the TBMs that will build the 2km Northern Tunnels.

The substations are being set up to ensure TBM operations have a reliable and dedicated source of electricity.

The 10.5km T2D Project will enable motorists to have a nine-minute journey from West Hindmarsh to Darlington, and complete the North-South Corridor’s 78km of non-stop motorway between Gawler and Old Noarlunga.

It looks as if preparation works have started for the majors road on/off ramps. some concretes barriers have gone up with areas of ground looking as if they’ve had a grader smooth it off. There’s also some sort of steel structure that looks like it may be used for filling up water trucks for dust suppression over the dry summer months.

For what it's worth, the maximum zoom level of the Project Map has been increased, so now you can zoom right in and get a better idea of what properties or infrastructure will be affected.

When is the realignment of Raglan Avenue scheduled to be built? It feels like they really should’ve pushed this forward, culling one set of lights in Edwardstown will be welcomed with open arms.

I had a look on Google Earth history view and it looks like the buildings to the north of the east end of Raglan Avenue were demolished in 2010. Were they demolished in anticipation of the realignment or for some other purpose?

I believe this has always been a reserved corridor.

This site was the former Hills factory, and was demolished in anticipation of an expansion of the Castle Plaza shopping centre. Those plans then morphed into a residential development, but have stalled since then.

"More open green space for local communities" sign pointing at the park that is going to be significantly shrunk for this development.

Hopefully that raised long pedestrian path at the James Congdon drive gets a roof or some kind of shade structure on it, otherwise it's gonna be brutal in summer, especially when a lot of what is shown as green areas ends up being gravel.
