Great question. From a distance, probably a no. Walking around in the city, i'd say a yes :)
Coming into the city via Magil Road and North Terrace it does but the impact doesn't last long.

DIT will be moving in around July and will occupy the bottom half of the building. I believe they are still searching for tenants to occupy the top half.

Surprised they haven't considered moving more of the public service into this building as means of consolidation? I believe the QLD government did this a few years ago and it has worked quite well for them.

Quite inoffensive amongst its surrounds.

I feel like if it were another 10 storeys taller it would still blend in rather harmoniously.

It will be interesting to see how the rooftop functions - from the look of things the large opening at the top level would provide some pretty decent views and access to light & air.

I wonder who will score the top levels.
