Plans revealed for former Forestville Le Cornu site

Plans and images have been unveiled for the former Forestville Le Cornu site, with more than 200 apartments for the multi-million dollar location proposed.

Detailed plans for the development were released this week to the public with a proposal of a mix of terraces and apartment dwellings, 201 apartments in total, 44 of those dwellings will be allocated for affordable housing.

A ‘diverse range’ of 71 medium density 2-3 storey townhouses will accompany two residential towers which will be home to a total of 130 apartments.

But it’s more than an apartment hub, an open ‘piazza style’ market square with a range of shops, outdoor eateries and market stores is also proposed . A 6,600 square market supermarket, an integrated urban farm, outdoor function, hospitality and education space will also be available on the podium level of the site.

Located on the corner of Anzac Highway and Leader Street, the site has remained vacant since October 2016, when the LeCornu store officially closed its doors and was purchased by Renewal SA for a reported $38.2 million in September 2020.

Since then, the land has been sitting dormant waiting for its new lease on life. But developers Buildtec, Western Australian residential developer Peet, and the Chapley family’s Commercial Retail Group (operators of popular Pasadena and Frewville Foodland stores), who were selected by Renewal SA as the chosen organisations to redevelop the site and are ready to make it a destination.

With its prime location and access to various amenities, including easy access to public transport, Ashford Hospital and Goodman Fielder’s bakery, the development is set to be a popular location for the broader community.

Other developments are also in the works to help accommodate and manage increased traffic, with an upgrade of the Anzac Highway and Leader Street intersection.

Since the sites take over, there have been a number of proposals lodged for the ‘once-in-a-generation development’, including a $250m development in August of last year.

“The initial feedback received from the design review sessions was welcomed and generally supportive
of the development vision for the site,” the report states.

“In response to the constructive feedback received, the Master Plan has since been subject to a number of design refinements.”

Buildtec, led by the Carrocci family, is overseeing developments including the $120m Norwood Green apartment and townhouse project at the former Caroma site on Magill Rd, while Peet is delivering residential projects including at Tonsley and at the former police academy site in Taperoo.

The full project completion is anticipated by 2029.

Work on the other Le Cornu site – 88 O’Connell located in North Adelaide – is currently underway, with the project expected to be completed in the first half 2025, with the creation of 430 construction jobs.

There aren't a lot of details about the supermarket part of the development, I'm not sure if its just a normal IGA or whether it will be anywhere near the scale of the originally proposed Kaufland hypermarket.

That Kaufland deserted Australia is disappointing as we have nothing of this sort of thing in the country, not even close. Hypermarkets are common in Europe and Russia. If you can imagine a supermarket that is twice the size of Bunnings with around 75 checkouts, that's a hypermarket. Kaufland exited because they couldn't see a way to break the Coles/Woolies duopoly on suppliers with which they had very long term contracts with. So we can thank that evil duo for keeping us stuck in the 1980s.

This is tracking roughly to the original timeframe. There are quite a few stages to go through on a project like this.
  • Expression of interest for potential developers
  • Negotiation with preferred developer
  • Planning code amendment based on developer's proposal for the site masterplan (Community consultation required)
  • Prepare detailed concepts for first stage - likely multiple review meetings with SCAP & Govt Architect
  • Community consultation for first stage
Now that community consultation for the first stage has been completed we'll see whether the developer has the capability to deliver this project in full and on time in accordance with their original promises by how quickly this first stage hits the ground and is completed.
Give them 6 months to complete documentation and engage a builder then 18 months to build. Better than that and they're doing well. Slower than that and we're likely to see this project to drop well behind their promises and a risk of key elements being dropped as has happened at Bowden.

Unfortunately the design quality is not off to a good start with the first building being a significant drop in appearance from the masterplan images.

This is disappointing. The original masterplan looked quite interesting but more ambitious than anything we've seen actually built in Adelaide, but not more ambitious than a number of projects we've seen before that never got off the ground or were dumbed down to generic developments.
