I'm not statistically-minded, but is it not inconsistent that the ABS declared we had hit 20 million in 2003 and yet last year's census showed only 19,855,288?

No, as stated in the quoted article, Marble Hill was the Governor's summer residence until it was destroyed by a bushfire 50-odd years ago.

I think density's needed as well in the inner-metropolitan area, but there's certainly better (or more attractive) ways to achieve it then duplexes.
