The upgrade has already taken place and is now complete. To fully appreciate it you have to go up to the rooftop carpark. I didn't necessarily mean half-hearted as in not a good design, I just meant that the sign has been up for literally YEARS and nothing has happened!

If something is finally going to happen this year that would be a great relief!
