As far as I'm aware the reason the grade changes is because of different environmental factors in different areas. In places like Wingfield having a lowered freeway is too costly because of soil contamination. Because it is all industrial, visual amenity factors don't come into play. In other areas...

Port Adelaide pre paid a lot of money for the service. I think this counts as a refund. Other people could try to negotiate refunds for tickets they pre paid for this particular service that was not delivered.

I don't see why they would have called the completed section North-South Motorway if that was not the intended name for the entire road. It makes no sense to call a random section of road in Wingfield the North-South Motorway.

I think the idea is the convention centre is supposed to look disconnected. If it was giant single building it would be boring.
