SCAP's reasons for refusal appear reasonable. Doesn't seem like height was the main contributing factor to the application's rejection in this instance.

Level 17 would probably be the lift shaft overrun, so it's likely that the low-rise lifts run as high as Level 16 while the high-rise lifts serve levels 16 to 29.
