Wouldn't the fact that there are already empty shops be a reason not to build more? But yes, I can see the reason why you would want retail at least on the ground floor street frontage.

I love the new City Cross. Every other day I used to walk though that place, right from before the plan, though to the demolition, the phase where it was a series of dimly lit pressboard and scaffolding tunnels, right though to the bustling lunch time destination for office workers.
