Not surprised, with the current cost of construction and the risks associated with it, it's pretty hard to justify any major projects at the moment.

Possibly the basement excavation and retaining structures has been contracted out to another civil contractor? Sometimes the basement works and superstructure are done by different contractors on some jobs.
