It's not about what the state government did or didn't do.
It's about the federal government throwing billions at eastern state projects without any business case, without everything demanded from the SA government.
You're points aren't even relevant to the point I've already made. Not that I disagree with everything you've said. My point is about the hypocrisy of the federal government(it doesn't matter if it's Abbott or Turnbull leading the coalition, it's the same BS).

Rev, neither you or I are privy to the case presented to the FEDS for the 5 billion funding to the Tulla rail link, but here are some facts they might have presented.
1. Melbournes population is growing at approximately 100000 per year and will in a few years overtake Sydney as the largest city in Australia .
2. flights in and out of Tullamarine will continue to grow rapidly, partly fuelled by the rapid increase in overseas immigration.
3. Tullamarine freeway despite continued widening is almost at capacity now, so either a rail line, or massive rebuilding of the freeway will be required in the next decade, or the northwest of Melbourne will be at a standstill, causing massive economic blockages.
4. The various routes proposed for the new rail link allow for development of high density station precincts both residential and employment opportunities and will in some cases create entire new suburbs on surplus land housing 10's of thousands of people and generate massive economic activity. It will create far greater frequency on the existing and under construction inner city metro lines, better utilising existing infrastructure.
5. The Victorian government rather than put the brakes on growth is planning to cater for it by such proposals as these. As is Sydney as is Brisbane as is Perth. They all have a clear outcome in mind, although sometimes the path becomes a bit bogged down. This is the kind of stuff the Feds want submitted to them, rather than just some vague plans about building 1 section of a motorway or electrifying a section of track.

So, the SA government could tell the FEDs, it is planning to build housing for 20000 people on the LeFevre peninsula including a massive upgrade to the Port Centre to compliment the tech port and encourage high skilled immigration to fill the new high quality housing. The Feds would then be more likely to throw funds in to the OH train upgrade....but our state is not even been clear about how it wants to upgrade the existing track.
OR
The state could present a proposal in conjunction with the Airport for a dedicated light rail, including housing for 20000 through Mile End and Richmond and create a high tech export orientated hub, on surplus land through Richmond once again encouraging high skilled overseas immigration, then the Feds will be more inclined to throw in money to the airport link.
None of SA's submissions seem to have a coherent long term outcome based vision, and this is part of the problem when we approach the relevant federal authority for cash.
Like no time in recent history, it has very little to do with who is in power, in which state or federally, but the massive about of cash being handed out for critical infrastructure.

A taxi from Tullamarine to Melbourne CBD costs a lot more than a taxi from West Beach Airport to Adelaide CBD. The outside perception is different.

WORKS NOTIFICATION
DOMAIN PRECINCT

ANZAC STATION CONSTRUCTION WORKS

MARCH 2019

Works are progressing on construction of the Metro Tunnel Project and the new Anzac Station. In the northern section of the station box we have completed the last of the 52 Diaphragm Wall (D-wall) panels and 20 central piles. Excavation has commenced and the first section of the new station roof has been laid. In the southern section of the station box all 15 central piles are now complete, with the deepest pile down to a depth of approximately 57 metres. Work has now commenced on the 35 D-walls.

SOUTH YARRA

MARCH 2019

Major construction is continuing in South Yarra at the site of the future eastern tunnel entrance. This update provides an outline of current and upcoming works for March, which will focus on excavation of the tunnel boring machine retrieval shaft, and activity in Arthur Street and the South Yarra Siding Reserve to prepare for major works in the rail corridors in April and May.

CONSTRUCTION UPDATE

TOWN HALL STATION, CBD PRECINCT

MARCH 2019

Major works in preparation for construction of the Metro Tunnel and the new Town Hall Station are underway.

The new Town Hall Station is being constructed at three main work sites along Swanston Street at City Square, Flinders Quarter (between Young & Jackson and the Nicholas Building) and at Federation Square.

What we are doing

City Square

• Ongoing excavation and concrete works within site
• Ongoing use of a concrete pump on Collins Street between Swanston Street and Regent Place
• Ongoing footpath alteration works on Collins Street between Swanston Street and Regent Place adjacent
to site
• Piling works including the intermittent use of jack hammering equipment, concrete trucks and the
use of a conveyor belt to lift ground materials into the Flinders Lane loading bay
• Site hoarding removal and replacement works on Collins Street
• Removal of one tree on the corner of Swanston Street and Flinders Lane adjacent to site, to facilitate
footpath alteration works
• Footpath alteration works on Swanston Street between Flinders Lane and Collins Street adjacent
to site
• Removal of piling equipment from site
• The removal and reinstatement of creative hoarding treatments
• Delivery of materials, equipment and machinery along Flinders Lane and Collins Street adjacent to site.
Flinders Quarter
• Ongoing demolition and removal of existing building footings including the former Port Phillip Arcade and
KFC building basement
• Delivery and mobilisation of piling rigs, plant, equipment and material
• Piling works including the intermittent use of jack hammering equipment, concrete trucks and
machinery for the removal of spoil
• Excavation works in Cocker Alley and Scott Alley adjacent to site. During this time, both Cocker Alley
and Scott Alley will be slightly reduced and temporary fencing will be in place
• Footpath alteration works on Flinders Street, between Swanston Street and Degraves Street, adjacent to site
• Hoarding and gate installation along Swanston Street, Flinders Street, Cocker Alley, Scott Alley and Royston
Place adjacent to site
• Establishment of additional site facilities and amenities
• Delivery of materials, equipment and machinery along Swanston Street and Flinders Street
• Removal and management of asbestos in accordance with Victoria WorkSafe requirements.
Federation Square
• Ongoing demolition of the former Melbourne Visitor’s Centre basement and ground floor slab within site
• Delivery and mobilisation of piling rigs, plant and equipment, including multiple crane lifts from Flinders Street
• Piling works including the intermittent use of jack hammering equipment, concrete trucks and removal
of spoil
• Establishment of additional site facilities and amenities
• Installation of permanent hoarding and removal and reinstatement of creative hoarding treatments.

KENSINGTON

MARCH 2019

Major construction is continuing in Kensington at the site of the future western tunnel entrance. This update provides information on current and upcoming works in your area throughout March.

Construction snapshot

Construction works are continuing within the Kensington precinct during March and will include:

• Site preparation and service investigation activities
• Construction of a retaining wall (using sheet piling) to support the rail embankment
• Installation of signalling cables and casing, and repositioned overhead structures
within the rail corridor
• Tunnel cross passage ground improvement works
• Bored piling (road-side) on Childers Street
• Installation of monitoring instrumentation and survey activities.

All activities listed within this notification, unless otherwise advised, will be undertaken between 7am and 6pm, Monday to Friday and 7am and 1pm Saturday.

We’re taking a break

Please be advised that the Metro Tunnel Project will take a break from construction over the Easter and ANZAC day period. The last day of construction will be Thursday 18 April. Work will re-commence on
Monday 29 April 2019. During the closure period, the site will be secured with regular security patrols.
Members of the project team will be on call during this time to directly respond to any issues that may arise.

Construction works are continuing within the Town Hall Station precinct during April and will include:

• Piling completion at City Square
• Piling works at Federation Square and Flinders
Quarter

Major construction is continuing in Domain at the site of the future Anzac Station. This update provides an outline of current and upcoming works in your area throughout April 2019.

Last month, the northern section of the new station box saw 40 per cent of it excavated, and commencement of construction of the new roof. The southern section of the new station box had diaphragm wall construction continue, with 15 of 35 panels completed.

Some works outlined in this notification extend into early May 2019 to provide a longer term lookahead.

APRIL 2019

Major construction of the Metro Tunnel is continuing at the Arden Precinct construction site. This update provides an outline of current and upcoming works in your area throughout April.

Construction snapshot

Construction works are continuing within the Arden precinct during April and will include:
• Ongoing site establishment activities
• Night time oversize equipment deliveries to and from site
• Station box excavation, installation of the station box frame (struts) and base slab construction
• Tunnel boring machine (TBM) assembly
• Surveying, and sampling and testing of groundwater and soil
• Concreting of internal haulage roads and installation of rumble grids
• Slurry treatment plant and concrete batching plant construction
• Modifications to wooden hoarding and gates on Laurens and Arden streets
• Short-term lane closures on Laurens Street between Arden and Miller streets to allow for utility connections and gate modifications

WORKS NOTIFICATION

GAS SERVICE RELOCATIONS – LITERATURE LANE

6 MAY – 16 JUNE 2019

Major works on the Metro Tunnel are underway to support construction of the new State Library Station at the northern end of Swanston Street in the CBD.

Before piling works commence on Little La Trobe Street in August, existing gas services under Literature Lane need to be relocated. These works will be carried out by the gas service asset owner (APA).


What we are doing

Works to relocate gas services under Literature Lane will involve:

• Setting up traffic controls to safely guide motorists, pedestrians and cyclists around the work site (Literature Lane will be closed to motorists during work hours)
• Excavation of service trenches
• Installation of gas services
• Backfilling trenches and reinstating the road.

When:

Gas service relocation works will take place between:
• 7am – 6pm, Monday to Friday
• 10am – 7pm, Sundays

After the successful delivery of the first large scale concrete pour for the roof of the new Anzac Station, construction is progressing in the northern station box with the next stages of the roof well underway. The southern section of the new station box will see diaphragm wall construction continue, with 26 of 35 panels completed. Initial excavation of the southern section will commence in May. Excavation activities such as concrete and asphalt breakout will generate
a high level of noise. Some works outlined in this notification extend beyond May to provide a longer term lookahead.

24/7 WORKS UPDATE

SOUTH YARRA
TUESDAY 21 MAY TO SUNDAY 9 JUNE 2019

From 9pm on Tuesday, 21 May to 6am Sunday, 9 June, 24/7 works will take place in South Yarra as part of construction of the eastern tunnel entrance. These works will take place in the Sandringham rail corridor between Toorak Road and Arthur Street.

Works snapshot"

• Removing and replacing or upgrading signals, cabling, track and crushed rock from along the rail corridor
• Removing and upgrading redundant overhead structures and wiring
• Upgrading drainage within the rail corridor
• Piling and installing the next stage of the roof slab for the tunnel entrance.

MONTHLY CONSTRUCTION UPDATE

SOUTH YARRA

MAY 2019

During May, major infrastructure upgrades continue for the Metro Tunnel as we prepare our network for bigger, better trains and deliver improvements for passengers across Victoria. These upgrades will include 24/7 works in the Sandringham rail corridor from 9pm, Tuesday, 21 May to 6am, Sunday, 9 June. Included with this monthly update is a 24/7 works guide, which provides a more detailed summary of the nature and timing of these activities.

Construction snapshot

Construction works will include:
• Extensive 24/7 works in the Sandringham rail corridor – please see the included 24/7 works guide for more information
• Breaking back piles around the site of the tunnel boring machine (TBM) retrieval shaft near Osborne Street
• Piling works, including breaking back piles and installing a capping beam, between William and Chambers streets
• Installing a concrete pad at the northern edge of the Osborne Street site
• Building the second stage of the roof slab and installing piles to support construction of the tunnel entrance in the South Yarra Siding Reserve
• Building a pile retaining wall on the eastern edge of the Sandringham rail corridor, beside Osborne Street.
• Constructing retaining walls on the southern and northern edges of the Cranbourne / Pakenham and Frankston rail corridor east of William Street

When are we working?

Normal construction hours
7am to 6pm, Monday to Friday
7am to 1pm, Saturdays
Some activities may be required to continue slightly past these hours. All efforts will be made to complete activities as scheduled.
