Whatever it is, it's black - looks like oil. Given it's been there for 50+ years, I wouldn't be surprised if it's mixed through with PCB's or similar.

NRAH had heaps of remediation like this. It's a very contaminated area. Much rather they take their time and do it properly!

I did several years as a Geo-Environmental engineer working on brownfield sites in and around central London - including the old gasworks on the Isle of Dogs.

Then there was the joy of working around the naval dockyards in Portsmouth with the very real risk of standing next to an excavator as it hits one of many unexploded WWII bombs.

That stuff looks pretty pleasant in comparison...

Their post mentions “due to the odorous nature of the site contamination in soils requiring remediation to occur within a tent structure which is under negative pressure, with all exhausted air being treated via activated carbon to remove any odour.”

Did the rail yards exist before the city had a common sewerage system? Did the country trains of the day have effluent tanks?

Pg 71 has some good architectural drawings. L00 looks to be access off George street in the NW corner and L3 is the entry off North tce.

I heard the old rail yards had a bore or similar well the was used as a coinvent disposal hole for Oil, diesel, etc

There is a massive underground drain from West Tce under the new RAH to the river Torrens. This drains the whole of the north west area of the CBD bounded by West Tce, North Tce, King William St and Grote St. I believe this was relocated or buried deeper when the new RAH was built.
One of the problem pollutants from the railway maintenance period is "duff", which is very fine coal dust particles.

Yes, the tent has come down (for the final time?), revealing a deeper bit of excavation which might be for the bunker. The area at the front of the photo has all been carefully leveled and rolled flat.
