I could be completely wrong here, but I feel as if they could be doing some work regarding the removal of the former tunnel system that used to run under the complex. It looks to be in the right location for the section of it that used to run under the old residential wing towards the boiler house. In fact, I think there’s some pics earlier in the thread when the foundations for that block were being removed where you can see the remnants of where the diesel storage tanks were for the emergency generators.

The Premier also brought up the Tarrkarri site (not by name), but did say a lot of work was going on behind the scenes to make sure they got that building right. He wanted it to be of global significance and worth telling friends about and getting on a plane for.
