Agree with that.
Whilst a development is on hold in the sense of not being constructed while tenants or buyers are being sought, it is still progressing. You could allow a fair amount of time for this process before deeming a project on hold in the sense we mean for thread titles. That would come where a development is not going anywhere due to a clear, prolonged lack of enough pre-commitment to get it off the ground.

The truth is, with most developments, they are a business and keep the facts close to their chest. We have very little to go on and 'closed door negotiations' can look very much like 'no tenants can be found' from the outside. If you all are so worried with the impression that stating the facts in this manner gives, perhaps you'd like to come up with a less loaded expression to cover the periods of uncertainty?

According to today's Advertiser, this one has commenced. "...ground has been broken on major projects, including a $35m 17 level office building on Franklin Street..."

..THE global credit crunch has stalled large-scale development in Adelaide's CBD, but projects already under construction are in hot demand from people craving the inner-city lifestyle.
The value of developments approved by Adelaide City Council in the March quarter dropped by 80 per cent compared to the same time last year as applications to build also dwindled.
But ground has been broken on major projects, including a $35 million, 17-level office building on Franklin St, a $70 million residential and hotel complex at Hindmarsh Square and a nine-level student accommodation building on Waymouth St.
Real estate experts concede global pressures have put the handbrake on Adelaide's development sector but say demand for high-quality residential space remains "enthusiastic".
Stage one of The Precinct, constructed on the former Balfours site, opened its doors for the first time last month and is 97 per cent sold.
"The enthusiastic response The Gallery has received from owner-occupiers and investors demonstrates the strong demand for high-quality residential living in Adelaide's CBD," The Precinct consortium spokesman Todd Brown said.
Housing Industry Association SA executive director David Gaffney said the drop in major city projects was to be expected as a direct result of the financial crisis, as banks were hesitant to finance projects.
Property Council SA executive director Nathan Paine agreed.
"With the global economy slowing it's no surprise to see that these high levels of growth are not being maintained," he said.
"(However) we're in the fortunate position that during the building boom there was very little speculative development, so we're not going to see an explosion of vacancies like we saw after the '80s recession."
The 53 apartments in The Conservatory on Hindmarsh Square are already 92.5 per cent sold.
Meanwhile, Adelaide developer Luke Foster is well advanced with a land division on Mackinnon Pde, North Adelaide.

If nearly everything else has been shelved or on hold, it opens the market for those left as there is still some demand left. As an improvement in the economy is being touted, those constructions proposed can be on the cusp of this.
