It does need some more 'permanent fixtures' such as a video screen for sporting events and maybe some more shade/shelter (but this will come).

The more I look at this, the more I think it would have been better if those structures were not only lit up 'internally', but were of varying sizes and heights.

Is the proposed building running along the back of the plaza (with restaurants etc) still happening, or has this been scrapped?

It remains the approved plan, but there continue to be manoeuvres by Walker Corp to build a second tower in that location — which would be an outrageous swindle in a deal that's already very dubious. I'm unsure if the 'use it or lose it' contract terms include the retail buildings, but that clause has been extended by governments of both persuasions so many times as to be meaningless anyway.
