Big infrastructure investments are usually under-valued and & over-criticized while in the planning stage. It's much easier to envision the here and now costs and inconveniences, and far more difficult to imagine fully the eventual benefits.

O-Bahn plan blocked
PLANS to extend the O-Bahn have run into opposition from parklands advocates and city councillors.
The plans include extending the bridge over the River Torrens by 15m to the west, the removal of up to 560 trees and shrubs - 99 of which are classified as significant trees - and 1196 undersized amenity plants.
Road widenings along the length of Hackney Rd, Dequetteville Tce, Botanic Rd and Rundle Rd would also cut into the parklands by 1ha.
Councillor Anne Moran does not believe there are enough gains from the project. "This is not an extension of the O-Bahn, it's an extension of designated bus lanes," she said.
"I don't see the point of it at all because a part from the park lands it will mess up Grenfell St all to take 10 minutes off the trip."
In late 2007 the city council effectively blocked plans to build a permanent grandstand in Victoria Park.
Councillor Sandy Wilkinson echoed Ms Moran's comments.
"I have misgivings about how much it will really achieve," he said.
Deputy Lord Mayor Michael Henningsen said while he supports the project for its improvements to public transport he questioned the reasons why the park lands "needed" to be affected.
"My concern is that they can do it in urban streets without pulling down buildings but there's the need to go into the park lands," he said.
"Wearing my park lands hat we would like to see any encroachment kept to a minimum."
Adelaide Park Lands Preservation Association president Kelly Henderson said the parklands should never be sacrificed.
"The pre-text put forward in this case doesn't seem compelling and they could avoid impacts on the park lands and its trees," she said.

The title is hugely misleading, of course. Nothing's been blocked, or even yet formally proposed.
And I think that it's right that there are misgivings about cutting into the parklands. That's not something that should be done wontedly or without proper and sufficient justification. The parklands are all too often seen as free and convenient -- but maybe the best solution is actually something else? Taking a lane from cars and promoting mass transit, possibly? I don't know, I haven't seen the plans, if indeed any have been finalised. Yet I would hope that, whatever else, the best solution is being pursued, not just the easiest.
That said, I think the 10 minute time-saving so readily dismissed by Ms Moran would be a rather significant improvement.
