It would be easy and you wouldn't even have to tell them, get all the Adelaide city council to go on a field trip...... to Melbourne.!!! I don't think anyone on the Adelaide City Council have ever even been out of South Australia.

The only thing I can think of is if people don't value them at all and give them away. You'd only give a book of vouchers to someone who indicated that they will participate in a carpool. The key to a voucher system not being abused is that the vouchers have true value to their holders.
By the way everything in UPark is voucher based.

The Trams are good, I note they had an old one in use on Sunday, suddenly no was complaining about the narrow new trams when people had to step up 60 cm on the old red hens.
More of the shuttle trams would be good to go between the Mall and the Free Market carparks. (I assume the council isn’t making enough money from the market car park to fix the food court lifts because they are always broken)
Re the Central Market The food courts are open 7 days and staffed by owner operators and the food is substantially better quality and cheaper than the Brand Name food outlets, if you try and re-invent the central market as a Marion Clone it will loose the locals who patron it.

I hope you're just being sarcastic there. Afaik, the Lord Mayor is currently in Hong Kong is he not? Our very own Cr Yarwood has just come back from India and has studied future cities in Japan. As for your suggestion about Melbourne being the answer for our city's problems - I feel Melbourne probably has as many problems as Adelaide... take for example the mid-city traffic crisis today - a shutdown on one single intersection in Adelaide would not have ground city commuters to a halt like that. But even still, why stop at Melbourne? I mean we ought to be aiming for something like Abu Dhabi (UAE), Putrajaya (Malaysia), or Shenzhen (China) - they're doing some outstanding future planning work at the moment.

wouldn't the heat points (Heads or Hearts I assume) always be hotter then even the car with the air con on ?
as for the engine couldn't this be excluded in say auto Cropping?
If it was Software based the computer would make a decision. if it was Drastically wrong(hopefully Rarely) then people could Ring a number and have someone review the decision and manually override(Via internet?) the decision. or if not get an answering machine with "Name Number address (perhaps have each ticket stamped with a number per day? IE. Customer 99 or customer 362) have someone review at a later stage and Mail the Cheque if they can determine it was wrong)
I stress hopefully the software would make this rarely happen....
If it was Cashier looking at the snapshot that gets brought up once the ticket gets checked (For time of entry) Should be clear enough and if it wasn't just ask them how many people they said they came with... /and or see how many are in the car upon exiting
at the worst RARELY someone would lose a few bucks if it couldn't be determined id either just pay it out if in doubt. Or tell them to turn off there air con.

Give it up with the overly technical solutions, they are way beyond the council's budget to develop and they never work properly anyway.

5 hours at the table last night and we have a draft budget for consultation – so please get involved and have your say. Key things from MY perspective:
• A separate 1% green levy on rates for green energy projects to accelerate carbon neutrality
• Solar Panels on the Central Market - a clean and green future
• Funding for 3D modelling software to look at building heights and population
• upgrade of Victoria Square and Victoria Park
• infrastructure for the Glenelg Recycled Waste Water Pipeline
• Increased use of water harvested from Aquatic Centre
• Residential growth and affordable housing initiatives
• Establishment of a Rundle Mall subsidiary
• Development Plan amendments to list more local heritage places
• Introduction of a 3 bin residential waste system
• Provision of more cycling infrastructure
• North Terrace, Grote Street and Frome Park upgrades
• Stage 5 of the Park Lands trail project
• More funding for arts, community groups and sporting groups
• Review of the Development Plan
• Review of Council Carparking
• Preparation of a Parklands Strategy
• The Rundle Lantern project

What I do know is best practice, costs a bomb, will be useable for development assessment as well as futures modelling and will fire up the debate on building heights and thus Adelaide's future population.
I think 60 000 myself - excited to have access to software to explore the question...wonder if they will let me borrow on weekends?!
