Being a small island site is precisely why it’s difficult for a 30+ level hotel/apartment building to have anything else at street level other than services for the building itself.
Additional retail/hospitality has to play second fiddle in this instance as everything mentioned above has to be accommodated for the building itself on a small footprint, and that’s not easy to do.
You can’t have your cake and eat it. The development would have to have abided by certain planning requirements and they must take precedence over any additional retail and hospitality wants.
It’s not a matter of tom-a-to tomaaaato…it’s simply a practical and logical outcome within the restraints of planning requirements of such a small footprint island site.

In this case it would only make a small (or no) impact on street level frontage. Apartment parking has an entrance ramp, but to avoid that they would have to drop parking completely from the building (and it would only gain you barely a few meters of street front anyway)

I wouldn't be too concerned by the lack of street activation this build provides, look around... There is plenty of neighbouring street activation in evening hang outs like Cry Baby bar and Sunny's Pizza bar; I would think the more important argument to have is ensuring that this build doesn't limit their ability to trade (due to noise) or that further development doesn't scare these establishments off.

Obviously we should be aiming for both, but the best way to get a city with beautiful iconic buildings from private developers is to have the city be a high value in demand location.

You guys think that every building that goes up, that every street and laneway should have "active street life".
Where's the population to actually support all this "active street life" that you guys dream of?
So many establishments struggle as it is, and you lot think that adding more is going to work.
