The more I look at this, the more I think it would have been better if those structures were not only lit up 'internally', but were of varying sizes and heights.

Is the proposed building running along the back of the plaza (with restaurants etc) still happening, or has this been scrapped?

Is there any reason to believe it has been scrapped? There have been some recent media releases that have mentioned the three-storey retail complex so I would assume it is still apart of the plan.

It remains the approved plan, but there continue to be manoeuvres by Walker Corp to build a second tower in that location — which would be an outrageous swindle in a deal that's already very dubious. I'm unsure if the 'use it or lose it' contract terms include the retail buildings, but that clause has been extended by governments of both persuasions so many times as to be meaningless anyway.
