UNDER ASSESSMENT
Description
Construction of a multi-storey, mixed-use building comprising residential and commercial uses together with car parking and site works.

It is considered that the proposed design, scale, massing and significant exceedance in building envelope would represent a fundamental departure from the intent of the Urban Corridor Zone and Boulevard (Greenhill Road)
Policy Area 19, which seeks that development is undertaken within defined building envelopes, and that built form provides a transition down in scale and intensity at the zone boundary to maintain the amenity of residential
properties located within adjoining zones.

Whilst the proposal also presents a number of deficiencies against several other policies, it is considered that other matters such as traffic, car parking, waste management, apartment amenity, landscaping, noise mitigation, crime
prevention and energy efficiency are acceptable on balance for reasons mentioned above. Overall, the proposal is not considered to display sufficient merit to warrant planning consent and therefore is
recommended for refusal.
