Re: News & Discussion: Adelaide City Council
re. the volleyball courts debate. Is the parcel of lawned land bounded by Grenfell/East Tce/Pirie (immediately east of Tandanya/Electranet) considered 'parklands' ? it's actually inside the square mile and quite a large plot - a significant sporting complex could be setup.
[edit] the adjacent section of parklands is Rymill Park (park 14). It seems this parcel of land is NOT part of Rymill Park and therefore (as far as i can tell) its use can be determined by the ACC.

Could this be a rooftop activity for one of the city's car parks?

Latest update from local media on the ACC and the question of the number of food trucks in the city.
Some interesting statistics from a report on the trial scheme on the number of permits issued for food trucks operating in the city and over what period eg events only, 3 days a week, 4-5 days a week etc.
Looks like a limit of 40 will be recommended for the permanent program starting in August, although Cr Wilkinson would like to see the number of permits reduced to 20.
Permit fees will also rise.

Re: News & Discussion: Adelaide City Council
This is infuriating. These people are elected by a handful of people and yet have a say in how a capital city for a potential 1.5 million people is handled. South Australia really needs to rethink councils.

Gawler Place truly deserves to be the next redeveloped lane way.david wrote:The claims of 'spiralling debt levels' made by Cllr Moran and other suggestions of a debt blow-out are entirely spurious and utterly irresponsible. Moves to block planning work on Gawler Place, driven by Cllr Henningsen, are very short-sighted and do not auger well for the future ongoing development of the city.l

The only way to solve this is to have much larger councils. Three would be quite enough for Adelaide (Central, North and South)
Re: News & Discussion: Adelaide City Council
Perhaps best to leave the other existing metro councils as they are and share services as they are starting to do. But as Adelaide belongs to us all it could be a state government responsibility, with its own minister or linked to a development portfolio.

Yarwood returns fire on budget
Tuesday, 14 May 2013
Kevin Naughton
LORD Mayor Stephen Yarwood has come out swinging at critics of his council’s decision to debt-fund infrastructure developments.
Critics of the cost of Rundle Mall and Victoria Square redevelopments fired up while he was away on a trade mission in Dubai.
“I am very proud of the fact that after five planned redevelopments of Victoria Square, we are the council that has managed to go ahead and do something,” Yarwood said at the presentation of the annual Lord Mayor’s Open golf event on the weekend.
“There has been some criticism of the fact that we’ve borrowed money.
“What we done is access funds at a very low interest rate – the lowest rates in fact in the lifetime of anyone in this room.
“This is the perfect time to be building something that will add to the future using a debt that is very serviceable.
“I can reassure you that council is making responsible financial decisions.
“Our net borrowings remain well within responsible limits and are relatively conservative.”
Two weeks ago, in his absence, Councillor Anne Moran told ABC radio that the projects, without co-funding, would be risky.
"We should not have got, in my mind, got into this debt that future councils will be totally hog-tied trying to pay back," Moran said.
"The only way it can get paid off is through rate payers paying their rates and fees and charges for our businesses and parking."
Chairman of the Rundle Mall Management Authority Theo Maras also joined the debate, saying that the debt level was ‘a total case of mismanagement’, although he tempered his concerns when later briefed by council staff.
The council plans to spend $48m on new projects, including the major upgrade to the northern end of Victoria Square, the Rundle Mall redevelopment and the city library in Rundle Place.
Yarwood also took a friendly swipe at the State Government’s approach to building projects, after its refusal to re-use equipment demolished in the redevelopment of Adelaide Oval.
“Unlike the State Government, we will be recycling all the pavers that will be taken up in the Mall redevelopment and these will be used in and around the North Adelaide golf course.”
Yarwood announced a re-alignment of the golf link’s South Course which hosted the 60th Lord Mayor’s Open last Saturday – the first substantial re-alignment of the course since 1952.
“We want more people to use this quality golf course and to that end we’ll be freezing green fees for the coming year at current levels – an effective reduction in real terms.
‘With the Adelaide Oval redevelopment, we want to do our bit to make this precinct even more attractive.”

Re: News & Discussion: Adelaide City Council
Hi David
I was wondering what the consideration would be to allowing private investment in the parklands.
My example I used else where was things such as the expansion of the Japanese Gardens, would there be a consideration by the council to providing adjacent land for which to expand upon, should a group be able to raise sufficient funds to complete the project?
I would have thought this could be applied along all of the under utilised portion of the park lands.
The major issue I see is the ongoing costs, but perhaps as part of the initial fund raising the groups could also provide sufficient funds to (in part at least) maintain the gardens moving forward?

Re: News & Discussion: Adelaide City Council
Is this a joke David? Why stop short at heritage listing views? Lets just put a glass bubble over the CBD and come back to it in 100 years to see what a city that heritage lists everything looks like?
Councilors are so out of touch with what the people of today want.

Adelaide City Council attempts to stop high-rise apartments blocking Adelaide Hills views
by: Tim Williams
From: adelaidenow
May 16, 2013
THE City Council has invoked the national heritage listing of the parklands in a bid to stop apartment blocks on the city fringe blocking views of the Adelaide Hills.
The council will write to the Federal Government to ask if it has assessed the impact of State Government plans to allow buildings up to 10 storeys on Fullarton and Greenhill roads.
The 2008 listing of the parklands and Adelaide CBD layout includes the statement: “The judicious siting and wide streets maximised views and vistas through the city and Park Lands and from some locations to the Adelaide Hills.”
No action that has a significant impact on the value of a national heritage place can be taken without Federal Government approval.
Cr David Plumridge, who is behind the council’s move, told the City Messenger views of the hills were “a pretty important part of the character of living in the city”.
Cr Plumridge said apartments at Kent Town and the former Queen Victoria Hospital building on Fullarton Rd already obstructed views.
“If you had a concentrated run of them on Fullarton Rd or Greenhill Rd it would seriously detract from the character of the parklands,” he said.
At Tuesday’s council meeting Cr Natasha Malani agreed, saying: “A vibrant city won’t work if it’s surrounded by a concrete jungle.”
Under State Government plans, buildings up to 10 storeys would be allowed around the Glen Osmond Rd entrance to the parklands, and seven storeys along the rest of Fullarton and Greenhill roads.
The City Council will also write to neighbouring councils and the State Government about its concerns.
Lord Mayor Stephen Yarwood last week said he favoured buildings of five to eight storeys around the parklands, despite a council-commissioned report saying new development should be concentrated in the city rather than the city fringe and suburbs.
In response to the report, Planning Minister John Rau said the government was providing adequate growth opportunities “across Greater Adelaide”.
