Im a bit lost. This faces Franklin St doesn't it. It almost appears that the ground work is including the cancelled Spire site on Bentham St. Am I looking at it wrong

Franklin & Bentham. Looks like my observation about the substation is wrong, & that will be demolished.

The renders on the ACC website are old and were probably uploaded when they had control of developments over $10 million.

Yuk just another fat stumpy glass box... What is it with Adelaide and this fixation on stubby looking buildings.
Both CC8 the SA Water Building and not to mention CC1 could have been slimmer and taller and could have had
a better architectural design that would have had an impact on the Skyline rather we get bland stumpy looking
glass boxes. As much as i blame the ACC for this i think the developers are just as much to blame by trying to
save money with these boring not so high buildings.

It's not just all the developer's nor the ACC's fault. Truth is, some of the blame is upon the companies themselves who in this day and age have a preference for larger floorplates across a smaller number of levels, rather than smaller floorplates across several levels. It's all ergonomics, far easier to walk down the corridor and send the papers to your colleagues who share an office on the same level than have to wait for the lift and walk another corridor on different levels - although, with increasing reliance on technology, this 'ideaology' may very well become another fad of the past.
This is why we get short stumpy looking buildings. not tall slender towers.

There is also the fact that Adelaide has a massive CBD and so land is cheaper.

While that is true, this is enabled by the ACC's choice to (1) allow multiple plots to be unified together into a single monolithic development, and (2) allow building out to the full width of the plot for the entire height of the building. And these choices were lobbied for by the developers through their proxy, the Property Council. As for the ergonomics, organisational behaviour research regularly shows that even in large organisations people operate in groups of only 20-50; so I would imagine the imagined need for multiple hundreds of people on a single floor is actually limited.
